Is the following possible to achieve with BBedit and Applescript ?

I have been asked to add a "title" tag to all the images in a website.
All the images already have an "alt"
can BBedit- Applescript able to duplicate the relevant tags and rename
them as title tag ?
Or is there a better way of achieving this ?
